How the pension is calculated

The pension is total points (built from each year’s gross earnings measured against that year’s average wage) multiplied by the reference point value (art. 83, Legea nr. 360/2023). This page also explains why the point value has stayed unchanged for two years running, even though the law states an indexation formula.

Points and the reference point value

The pension is calculated by multiplying your total points — built from the ratio of your own gross monthly income to that year's average gross wage, summed across your whole contribution career — by the reference point value, currently 81,00 lei, in force de la 1 septembrie 2024 (art. 83 alin. (1) and art. 84 alin. (2), Legea nr. 360/2023).

A real indexation formula — that has not applied for two years running

The law states an annual indexation, every January, of the reference point value: the average annual inflation rate, plus 50 % of the real growth in the average gross wage (art. 84 alin. (3), Legea nr. 360/2023). That formula has not actually applied in either 2025 or 2026: for each of those two years, a separate instrument — Ordonanța de urgență nr. 156/2024 for 2025, Legea nr. 141/2025 for 2026 — held the point value at its 2023 level instead, overriding the indexation the law states. In other words, the indexation formula exists in the law, but the reference point value has not changed since the law took effect.

The guaranteed minimum pension

The Indemnizația socială pentru pensionari (ISP) — an automatic top-up CNPP applies when a pensioner's total pension falls short of this threshold — is 1.281,00 lei (Ordonanța de urgență nr. 6/2009, approved by Legea nr. 196/2009), conditioned on at least 15 years of stagiu. This is a separate instrument from Legea nr. 360/2023.

What this page does not state

No provision was found capping a single year's ratio, the career total of points, or the total stagiu the formula counts (art. 83-85, Legea nr. 360/2023). No provision was found setting a maximum pension in Legea nr. 360/2023 — not on total points, not on the reference point value, and not directly on the pension amount.

Romania publishes no separate index for revaluing past earnings: each month is already expressed as a ratio to that same year's average wage (art. 85 alin. (7)), so there is nothing left to restate in present-day money.
